Position Description:

The FAA ATO EDSS Analyst provides administrative, logistical and learner support services to promote timely and quality deployment of employee development programs, processes and services. Analyst services are provided to program participants/learners, program, staff, facilitators, customers, stakeholders, and management. Analyst services are coordinated with internal and external partners and suppliers. The Analyst performs functional and operational analysis for a broad range of business management or technical disciplines and may include complex business analysis and process improvement duties. Maintains liaison with the Project Manager and FAA ATO EDSS staff. Responsible for maintaining work standards, reviewing work, supporting resolution of discrepancies, and ensuring the adherence to policies, purposes, and goals of the FAA ATO EDSS organization. The Analyst may be required to use specialized knowledge in exercising Quality Assurance, Configuration Management, and reliability and maintainability to control cost, design and production, and minimize life cycle cost. Duties may require use of structured analysis, design methodologies and tools, and may include supervision of personnel for specific subtasks. Services may also include scheduling classes and organizing classroom materials, composition, editing, binding, conference room support, and office reception.

Required Qualifications:

  • Bachelor's Degree in a related field plus eight (8) years relevant experience
  • Two (2) additional years of experience may be substituted for each year of college not attended

Essential Functions:

  • Program management support:
    Budget planning research & documentation
    Purchase request forms, documentation and research
    KSN and shared drive maintenance
    Project plan documentation support
    Create spreadsheets and presentations
    Design forms
  • Coordinate meetings, workshops, and webinars:
    Identify times when SMEs, Board members, and program staff are available
    Schedule the meetings and sending invitations
    Schedule Talent Review interviews with participants
    Reserve conference rooms and equipment, including loaner laptops, VTCs, etc.
    Gather supply requirements and ordering supplies
    Prepare materials, e.g., basic graphic design, copying documents and organizing them in binders
    Take notes at meetings
  • eLMS and Blackboard enrollment, assistance and troubleshooting
  • Work with assessment vendors to:
    Schedule training, behavioral interviews, or feedback sessions
    Coordinate distribution of assessment tools to pool participants
    Obtain and distribute results reports
    Convert files to PDF format and filing them online
    Track completion of assessments by pool participants
  • Coordinate receipt and tracking of pool participant assignment, development plans, and progress reports including:
    Log materials in a database as they are received
    Track assignment completions by talent pool participants
    Communicate with pool participants and their managers about submission of materials
    Make changes to applicant and pool participant files when personal information changes
  • Serve AMTIS Program/Project Managers for work assigned/performed under the delivery order
  • Prepare written documentation of accomplishments as stipulated in support of monthly report submission
  • Keep the AMTIS FAA ATO ETSS Program/Project Managers informed of any potential problems and make recommendations for solutions
  • Support the production of Monthly Status Reports (MSRs), documenting the accomplishments and value-added activities of the previous month and identify planned activities for the following months
  • Participate in the conduct of quarterly Contract Activity Reviews (CARs) with the government customer, addressing the schedule, cost and performance of the contract to date

Work Conditions:

  • Work is primarily performed in an FAA ATO-provided office in Washington D.C.
  • Some travel may be required in the performance of duties
